Permissions to film.
After researching filming permits in Cambridge I have found that the Cambridge City Council does not require any filming permits and filming is allowed and even 'welcome' in Cambridge.
The council has however listed a number of considerations I need to think about which are:

- Don't obstruct the public highway (paths)
- Don't block fire exits or entrances into buildings
- Ask permission to film any frontage of shops/businesses.
- Keep the amount of staff / actors to a minimum at any one time.
- Businesses on King's Parade between Bene’t Street and St Edward Passage will need permission from Corpus Christi College (01223 338022)

Location Recce Considerations:
- Transport and parking - There is a regular bus which comes from my home right into the city centre from which I can access all my locations.
- Is there enough space to film? - The locations are all very public and busy apart from the Nature Reserve. Therefor I will have to be careful when using and setting up my equipment. It should be no problem in the Nature Reserve however.
- Power source - There are various sockets available to the public through out the city centre however non exactly where we are so we will have to take a detour if we need to charge up any batteries. However I will bring spares to prevent this.
- Noise - All the areas with be noisy with natural and human noise pollution however this is irrelevant because I won't be recording audio on location.
- Hazards - All the hazards are mentioned in the risk assessment. There is nothing additional apart from tripping over wires or walking into people in crowded areas.
- Permissions - I am not filming inside anywhere nor am I filming the interiors of stores through windows therefor I wont need any special permissions as it is legal to film anywhere in public in Cambridge.
- Lighting - We will be filming during the day and I can apply any additional filters in post production therefor I don't have to worry about lighting.
- The public - We will be filming fully in public areas therefor we will have to be considerate of the public and make sure we don't cause any accidents or moral panic.

M2: Legal and ethical issues are identified and resolved for the planned production
I am attempting to portray Cambridge in a positive light. Through both visual and audio means I plan to make Cambridge look and seem to be a culturally diverse place with plenty of heritage and history. I will do this through presenting various areas in Cambridge which represent cultural diversity and acceptance. These areas include, but are not limited to Mill Road and the market in the centre of town. I will also include footage of famous historical buildings which are closely associated to Cambridge such as the Kings College Chapel and the Round Church amongst other sites. I also wont be presenting any members of the public in any explicit or suggestive way or making anyone a focal point of my video. It wont include a presenter therefor I don't have to worry about portraying him/her in a negative light and risking legal and ethical problems as a result of defamation or something related. I also wont be focusing on any specific people when filming in crowds so I wont be under any ethical or legal risk as stated by
I will be at legal risk through having my voice over actor narrating my video if I don't have a written and signed contract outlining the specific terms of our agreement as in the unlikely event of the voice over actor suing me for using their voice without the needed rights and permissions to it I would be subject to paying fines and having to take the video down. However this has been prevented by the voice actor signing an agreement for me to use their voice in my promotional video in whatever way I please. Therefor incase they make a false claim against me I will have their written permission to debunk their claims.
Due to the fact that my promotional video for the Cambridge City Council will be shown in a public viewing event at the culture festival I will need to receive a BBFC rating. After reviewing the BBFC guidelines for their age ratings I have concluded that my promotional video would, if submitted, receive a 'U' rating as it doesn't include, as listed, any material that could cause someone to be offended or harmed. The guidelines for the 'U' rating are stated on the BBFC website <here>. The listed guidelines are not pushed by any of my featured content and they are as follows:
Discrimination
Discriminatory language or behaviour is unlikely to be acceptable unless clearly disapproved of.
Drugs
References to illegal drugs or drug misuse must be infrequent and innocuous, or have a clear educational purpose or anti-drug message suitable for young children.
Imitable behaviour
Potentially dangerous or anti-social behaviour which young children may copy must be clearly disapproved of. No emphasis on realistic or easily accessible weapons.
Language
Infrequent use only of very mild bad language.
Nudity
Occasional nudity, with no sexual context.
Sex
Only very mild sexual behaviour (for example, kissing) and references to such behaviour.
Threat
Scary or potentially unsettling sequences should be mild, brief and unlikely to cause undue anxiety to young children. The outcome should be reassuring.
Violence
Violence will generally be very mild. Mild violence may be acceptable if it is justified by context (for example, comedic, animated, wholly unrealistic).
I will also have to consider Ofcom's rulings and guidelines regarding my promotional video as it could possibly be displayed in television by the Cambridge City Council. The section of the Ofcom Broadcasting Code which applies to my production the most is 'Section one: Protecting the under-eighteens'. In this section the only article that applies to me is the involvement of under eighteens in programmes. This applies to me because my voice actor will be under the age of eighteen therefor I have to consider this article which concludes that:
"1.29 People under eighteen must not be caused unnecessary distress or anxiety by their involvement in programmes or by the broadcast of those programmes."
Due to this I will make sure to record audio the audio with my voice actor in a stress free environment, I will make sure to make sure the voice actor is comfortable and relaxed throughout the whole recoding session.
Another board I have to consider is the ASA. The ASA's rulings will affect me because my video could be displayed on TV or social media websites. One of the codes which the ASA goes by is the privacy which will affect me as I will be filming in public where I wont be able to go around without filming some members of the public in crowds etc. It would be impossible for me to ask everyone that happens to walk past while I film for permission therefor the best and most effective thing I can do to prevent me from running into legal issues with ASA is to make sure that I don't portray anyone in a negative manner, for example doing something explicit or provocative. Another ASA article I have to refer to is Article 15 Faith, religion and equivalent systems of belief. I have to refer to it because I focus on multiculturalism which I have to be careful about when presenting in order to prevent coming off as offensive or racist because it is a sensitive topic in media and may result and both ethical and legal issues for the production.
